1. Our Commitment to Accessibility
TekStream Solutions is committed to ensuring digital accessibility for people with disabilities. We believe that access to government services and information should be available to all users, regardless of their abilities or the technologies they use.
We continually improve the user experience for everyone by applying relevant accessibility standards. Our goal is to provide an inclusive experience that enables all users to navigate, understand, and interact with PermitIQ effectively.
Accessibility is an ongoing commitment, and we regularly review our platform to identify and address accessibility barriers. We welcome feedback from users to help us improve.
2. Conformance Status
PermitIQ targets conformance with the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. These guidelines explain how to make web content more accessible to people with a wide range of disabilities.
Level AA conformance means that the content conforms to all Level A and Level AA success criteria, or a Level AA conforming alternate version is provided. Level AA addresses the most common barriers for users with disabilities.
Current Status: Partially conformant. We are actively working to achieve full WCAG 2.1 Level AA conformance. Some features may not yet fully meet all accessibility standards as we continue to implement improvements.
Full conformance testing is scheduled as part of our accessibility compliance roadmap. We will update this statement as testing is completed and improvements are implemented.
3. Accessibility Features
PermitIQ includes the following accessibility features to support users with disabilities:
- Skip links for keyboard navigation to bypass repetitive content and jump directly to main content
- Consistent navigation structure across all pages with predictable menu locations and behaviors
- Descriptive link text that makes sense when read out of context, avoiding generic phrases like “click here”
- Alternative text for all informative images, providing text descriptions for screen reader users
- Sufficient color contrast with a minimum 4.5:1 ratio for normal text and 3:1 for large text
- Keyboard-accessible forms and controls allowing complete navigation and interaction without a mouse
- ARIA labels for interactive elements that may not have visible text labels
- Reduced motion support respecting user preferences for minimized animations and transitions
- Resizable text supporting up to 200% zoom without loss of content or functionality
- Visible focus indicators showing which element has keyboard focus at all times
- Clear error messages that identify the field with the error and suggest corrections
4. Known Limitations
While we strive for full accessibility, some content may have limitations due to the nature of the content or technical constraints:
- PDF Documents: User-uploaded PDF documents may not be fully accessible. We extract text where possible but cannot guarantee accessibility of third-party documents. We recommend uploading documents that follow PDF accessibility guidelines where possible.
- Third-party Content: Some embedded content from third parties, including AI provider interfaces, may not meet all accessibility standards. We work with our partners to advocate for accessibility improvements.
- Complex Data Visualizations: Score gauges and charts are supplemented with text alternatives, but the visual representations may have limitations for screen reader users. All numerical data is available in text format.
- Legacy Uploaded Files: Documents uploaded before our accessibility improvements may have limited accessibility features. Users can re-upload documents to benefit from improved text extraction.
We are committed to addressing these limitations where technically feasible and welcome feedback on accessibility barriers you encounter.
5. Assessment and Testing
PermitIQ accessibility is assessed through a combination of automated tools and manual testing:
- Automated Testing: We use axe-core integrated into our development workflow to identify accessibility issues during development
- Manual Keyboard Testing: All workflows are verified to be fully navigable and operable using only a keyboard
- Screen Reader Testing: We test with NVDA on Windows and VoiceOver on macOS to ensure screen reader compatibility
- Color Contrast Verification: We use WebAIM contrast checker to verify all text meets contrast requirements
- User Testing: We collect and incorporate feedback from users with disabilities on an ongoing basis
Testing Frequency: Accessibility testing is conducted before each major release and as part of our continuous integration process.
6. Compatibility
PermitIQ is designed to be compatible with the following:

Technical Requirements:
- PermitIQ works best with JavaScript enabled
- Responsive design supports various screen sizes and zoom levels up to 400%
- The platform is optimized for modern browsers with CSS Grid and Flexbox support

PermitIQ is used by Florida government agencies. Under Chapter 119, Florida Statutes (Florida Public Records Act), information submitted to government agencies through this platform may be subject to public records requests.
Under Florida law, e-mail addresses are public records. If you do not want your e-mail address released in response to a public records request, do not send electronic mail to government agencies using this system.
Certain information may be exempt from public disclosure under Florida law, including but not limited to: trade secrets, proprietary business information, and certain personal identifying information. Contact your local government agency for specific exemption information.
